Let me offer my two cents from the perspective of an investor. Everytime my money is lost by a Darwin, I want that darwin provider to feel the loss not only from lost potential profits, but from their own cold hard cash as well - nobody should be careless with MY MONEY
Currently, there is no INCENTIVE for darwins to SHARE the risk with their investors. They win, awesome, they lose? Eh! New rules will PUSH Darwins towards SHARING the risk. Darwinia is still exceedingly generous, with 30x potential amplification of Darwinex's own risk - the only difference is that this number has been contained from infinity to 30x.
Of course, the new rules are not perfect yet, mainly because VaR of darwins != VaR of underlying strategy, but this is a step in the right direction.
I trust darwin providers with large capital not because they have a ton of money, but because they will also LOSE money if they lose MY MONEY. So I can at least trust them not to be careless.
